6Milestones

From January 2026 to the 2027 drafts, Mr. Thuan mapped every date HR teams need on their calendar.

Inside the session

The legal update, in plain terms

Mr. Thuan took the floor to turn a busy regulatory year into a clear sequence of dates.

Employers in Vietnam are facing a dense run of changes to tax, wages, social insurance and the rules for hiring foreign talent. For many HR and payroll teams the hard part is not reading each new rule, but knowing which one lands when.

Mr. Thuan's session answered that directly. Instead of walking through legislation item by item, he organised the changes into a single timeline, so the audience could see what is already in force, what arrives within weeks and what is still only a draft.

Six dates to put on the HR calendar

The "Key timeline" slide was the thread running through Mr. Thuan's talk. It moves from changes that are already live, through the busy second half of 2026, to proposals still being drafted for 2027.

Key timeline, 2026 to 2027

JAN 2026Higher family deductionsResolution 110/2025/UBTVQH15 raises the family deductions used when calculating personal income tax.
JUL 2026Tax, pay and benefitsA package touching personal income tax, the base salary, social insurance and maternity benefits, together with the Tax Administration Law.
SEP 2026One ID, centralized union feeThe personal ID number replaces the social insurance number, and the 2% union fee is collected centrally.
SEP 2026Decree 283Sets penalties for violations of labour, wage and social insurance rules.
DEC 2026Decree 393Introduces new rules for foreign workers in Vietnam.
2027 · DRAFTWages and health insuranceDrafts under discussion for the regional minimum wage and the health insurance contribution rate.

Turning the timeline into action

The key dates Mr. Thuan presented point to a simple order of work for HR and payroll teams. These are our takeaways from his session.

Three steps to start with

01Check payroll settingsConfirm that payroll already reflects the higher family deduction and the July changes to personal income tax, base salary, social insurance and maternity benefits.
02Prepare data and processesPlan for the personal ID number replacing the social insurance number, review how the centralized 2% union fee affects your process, and test current practice against the penalties in Decree 283.
03Look aheadReview foreign worker arrangements before Decree 393 arrives in December, and follow the 2027 drafts on the regional minimum wage and health insurance contribution rate.

Three speakers, one outlook

Mr. Thuan's update sat alongside two other sessions that completed the picture.

Ms. Le Phuong Quynh Nhu, Group Industries & Forums Leader at Talentnet Corporation, and Ms. Do Bich Nga, Deputy General Director of LivWell Digital Vietnam, shared their expertise on the other themes of the day: salary benchmarking and employee wellness.

Our sincere thanks go to both of them, and to every speaker who gave their time to make the seminar a success.
